The members of the Municipal Commission of Responsible Directors, Co-responsible and Supervisory Experts, held their first roundtable on the subject of 'Instrumentation of Slopes.’
The meeting was arranged in order to analyze and discuss the elaboration of a Technical Norm for the Construction Regulation of the Municipality of Puerto Vallarta, seeking not only to have the legal and regulatory documents that govern these processes, but also to consider the technical requisites of surveying and engineering to know the conditions of a property and reduce the construction risks. The Commission is made up of municipal authorities and representatives of the different Associations of Engineers and Architects in Puerto Vallarta, who have greater representation in this body and will continue to promote these works.
The municipal trustee, Eduardo Martínez, led these works in which geological engineering specialists and calculators participated, who together with the members of this body addressed some of the points to be considered, based on experiences that have been had in other places.
They also stressed that this is a phenomenon that originates from various causes, and not only due to possible human omissions, but also due to geological changes, excess rain, leaks, among others that cause the soil to lose its stability, so it It is important to reduce vulnerability through legal instruments, but also with the training of specialists who can attend to these issues during the process, and have measurement equipment; However, they emphasized that despite this, this type of event can continue to occur.
The municipal trustee highlighted that this issue of the Instrumentation of Slopes had already been addressed by this commission for some time. After the facts that recently occurred, it was decided to resume it as soon as possible, so they undertook the task of looking for specialists who could participate and guide this work, and see the points of attention. It is an opportunity that must be had to incorporate regulation of the issue into local legislation.
Among the first proposals that were agreed in this meeting, and that will continue to be analyzed in the following meetings under a work schedule, is the working together of universities and specialists with city council for review questions. Local Construction Regulations and other laws already existing in other parts of the country will also be analyzed to take them as a reference. The Risk Atlas, the purchase of devices and equipment for the instrumentation of slopes, among other measures that contribute to this issue, will also be reviewed.
