Governor Enrique Alfaro Clarifies There is No Espionage in This Administration

The Galileo espionage system acquired in 2014 does not currently operate, and its alleged misuse will be investigated.

An audit carried out by the State Comptroller's Office revealed that the last administration acquired active data control equipment called Galileo, which was acquired in 2014 with an investment of 263 million pesos. The investigations, reported the comptroller, showed that the system never fulfilled the objective of collaborating in kidnapping work and organized crime issues, and was being used without oversight by other agencies.

"The use of the equipment lacked controls, revealing the confidentiality of the data contained in it. Having the presumption of the system and its content, it could be used by people outside the Prosecutor's Office,.. with a different purpose for which it was acquired… for the strategies in the fight against the kidnapping issue,” said the Comptroller.

The equipment consists of software, vehicles, computer material, licenses, laboratory, among other accessories, and they are currently secured and without renewed licenses for their use. The team was moved to different government agencies, and further details of the process can be revealed by investigation orders from the corresponding jurisdictional bodies.

It was reported that it was paid with a fund of Contributions for the Public Safety of the States and the Federal District granted by the Federal Government.

Comptroller Teresa Brito highlighted that since 2019 three audits have already been completed and are pending an expert opinion with the Jalisco Institute of Forensic Sciences.

The Attorney General of the State of Jalisco, Gerardo Octavio Solís, has the instruction to establish immediate communication to generate a coordinated route once said expert opinion is completed, and report how this system was used in Jalisco, providing information on the issue of the national situation of espionage of the Pegasus system, Alfaro Ramírez mentioned.

“It is very important that citizens know that it was… disabled and rescinded from the moment we entered this administration and that is documented. There is no risk, the licenses were not renewed, and it has been rescinded from the first day of the administration because I insist, the message is very clear, the Government that I lead does not spy. This is not how we can face the challenges we have in terms of security,” Enrique Alfaro clarified.
