State Passes FASP Audit in Alignment with Falling Crime Rates

For the second consecutive year the state of Jalisco demonstrated the correct use of federal resources destined to the strengthening of public security.

In parallel, the ASF reported the decrease in crime incidence in the state during the audited period of time.

The review that the Superior Audit of the Federation (ASF) carried out on the resources assigned to Jalisco through the Contribution Fund for Public Security (FASP) have concluded.

The Executive Secretary of the State Security Council, Agustín Rentería Godínez, explained that the conclusions of the document show that no diversion of resources is observed, so that the totality of this fund was allocated to what is established in the Priority Programs that are mentioned in the 2020 FASP Coordination Agreement, and its Technical Annex.

“For the second consecutive year, the Superior Audit of the Federation concludes that the State of Jalisco fully applied the resources of the Contribution Fund for Public Security, specifically to the agreed priority programs and whose results have contributed to the public security strategy that is being followed. In the state there has been no (fraudulent) charge, neither in fiscal year 2020 nor in fiscal year 2019, which tells us that the application has been disciplined, with strict adherence to what was agreed with the Federation, and above all looking precisely for the issue of public safety. The administration of justice and social reintegration can improve day by day in our entity.”

Godínez stressed that in addition to solving the financial part, the conclusions of the document confirm a significant reduction of crime during the audited period of time.

“Although the Contribution Fund for Public Security itself has not been increased in these two exercises that the current administration of Governor Enrique Alfaro is leading, without a doubt they have been an important part in achieving these reductions. The sustained manner in both exercises have been conclusive by the Superior Audit of the Federation itself. In 2019 they obviously compared us with the exercise of the previous administration in 2018, and in 2020 against ourselves from 2019, detecting precisely that especially on the issue of property crimes, which are the ones that most affect our citizenship, there has been a decline. It continues in both years.”

It is important to mention that in the final report, the Superior Audit of the Federation indicates that as part of the application of this Fund, the following results demonstrate the decrease in crime rates compared to 2019:

Vehicle theft -38.3%; Kidnapping -35.0%; Business robbery -31.7%; House robbery -28.7%; Robbery to passerby -27.2%; Injuries -15.2%; Intentional homicide -4.7%; Extortion -1.6% and other crimes -12.6%.

In 2020, the State crime rate (reported crimes per thousand inhabitants) was 15.1; compared to 2019 when it registered 18.8.

In 2020 the entity decreased the overcrowding of prisons in the state by 35.8% with respect to the figures reported in 2019.

The total amount audited during 2020 was 377 million pesos, while in 2019 it amounted to 427 million pesos.
