CCM Continues to Prepare for COP 26 Climate Change Conference

Through the Comunidad Climatica de Mexico, exchange has been achieved between 28 Mexican states and 7 Latin American countries regarding climate change issues.

The climate emergency is a global priority, which is why Jalisco at the subnational level has strengthened relations with other states in Mexico, and with other countries and international entities to develop their capacities. Among the priorities for Mexico towards COP-26 are mitigation, such as the review of Nationally Determined Contributions, participation in the Race to Zero campaign promoted by The Climate Group, and the Under2 ° Coalition, which has 4,500 participants from 92 countries and in whose preparatory session for COP-26 the governor of Jalisco, Enrique Alfaro Ramírez, participated as a speaker last July 27th

The government of Jalisco constantly strengthens actions on climate change, participating in collaboration platforms and promoting synergies, such as Regions4 in which Jalisco assumes the Vice Presidency of the Americas, and others such as the GCF Task Force and the Under2 ° coalition itself. 

The COP is the highest decision-making body of the United Nations Framework Conference on Climate Change. It has the participation of 197 member states who have a voice and vote in the implementation of the Convention and its various instruments, such as the Paris Agreement. It aims to keep the global average temperature rise well below 2º C relative to pre-industrial levels. It also seeks to place financial flows at a level compatible with a path that leads to climate-resilient development with low greenhouse gas emissions. 

As part of the activities of the transversal agenda, the Ministry of Environment and Territorial Development participated this Wednesday in the first ordinary session of the climate change working group of the National Association of Environmental Authorities (ANAAE,) coordinated by Jalisco. In this session, the work plan for COP 26 was defined, the first results of the CCM were announced, the route for updating and publishing the diagnosis of institutional capacities for climate action was presented, and collaboration on cross-cutting issues was agreed with the biodiversity and circular economy working groups of the ANAAE itself. 

Sergio Graf Montero, head of Semadet, pointed out that “the commitment and challenge we have in this context of global cooperation is to build policies that lead us to do our part as state governments, as political leaders in a common territory… but also, how we can build a capacity to reduce the vulnerability of our societies to what we are going to face in the very short term.” 

In terms of adaptation, it seeks to strengthen the agenda with an emphasis on loss and damage and participation in the Race to Resilience campaign, where there are 21 initiatives with coverage in 80 countries. Regarding financing, it is intended to close the gap to guarantee the flow of the $100 billion USD by 2025. Finally, in the energy area, work is being done on global decarbonization routes to achieve net zero emissions, and exit from fossil fuel and coal use by 2025. 

An important mechanism to achieve local and global commitments is the Comunidad Climatica de Mexico (CCM,) which was launched last March as an initiative of the ANNAE in collaboration with the Climate Initiative of Mexico and the World Resources Institute.  It is an open learning space through the exchange of theoretical and implementation knowledge between different sectors of government, cooperation agencies, civil society, and private initiatives, which will allow to accelerate and strengthen subnational action to meet climate goals. 

This community has carried out trainings and exchanges of experiences through seminars, in which 293 attendees from 28 Mexican states and 7 Latin American countries have participated; 45% attended as part of a government agency and 21% from the private sector.
